La commission Europ\u00e9enne associ\u00e9e \u00e0 de nombreux experts industriels et associatifs vient de publier un rapport concernant l’\u00e9volution des carburants pour les transports. Ce rapport porte sur tous les domaines d’application : route mais \u00e9galement ferroviaire, maritime et a\u00e9rien. Les conclusions sont relativement classiques, avec des sp\u00e9cifications par domaine d’application : <\/p>\n

Alternative fuel options for substituting oil as energy source for propulsion in transport are: <\/em><\/p>\n

    \n
  1. Electricity\/hydrogen, and biofuels (liquids) as the main options<\/em><\/li>\n
  2. Synthetic fuels as a technology bridge from fossil to biomass based fuels<\/em><\/li>\n
  3. Methane (natural gas and biomethane) as complementary fuels<\/em><\/li>\n
  4. LPG as supplement <\/em><\/li>\n<\/ol>\n

     The different transport modes require different options of alternative fuels: <\/em><\/p>\n

      \n
    1. Road transport could be powered by electricity for short distances, hydrogen and methane up to medium distance, and biofuels\/synthetic fuels, LNG and LPG up to long distance. <\/em><\/em><\/li>\n
    2. Railways should be electrified wherever feasible, otherwise use biofuels. <\/em><\/em><\/li>\n
    3. Aviation should be supplied from biomass derived kerosene. <\/em><\/em><\/li>\n
    4. Waterborne transport could be supplied by biofuels (all vessels), hydrogen (inland waterways and small boats), LPG (short sea shipping), LNG and nuclear (maritime).<\/em><\/li>\n<\/ol>\n

      Les propositions de politiques publiques sont int\u00e9ressantes avec notamment une vision syst\u00e9mique : \u00ab Maintain focus on \u00ab\u00a0systems solutions\u00a0\u00bb for sustainable transport. Fuel providers, vehicle providers and users must all contribute to a sustainable transport future, and policy should promote consistent and complementary action across all participants in order to foster the co-evolution of the transport and energy systems.\u201d<\/p>\n

      L\u2019\u00e9tude insiste sur le besoin d\u2019ACV compl\u00e8te et \u00e9tablie avec un large r\u00e9seau d\u2019acteurs, sur l\u2019engagement \u00e0 moyen et long terme des diff\u00e9rentes fiscalit\u00e9s des Etats, sur le besoin d\u2019instaurer des objectifs de r\u00e9duction d\u2019\u00e9missions de CO2 au lieu d\u2019indiquer des objectifs technologiques. Elle propose \u00e9galement plusieurs pistes de soutiens publics via la R&D, les aides, ou encore la fiscalit\u00e9.<\/p>\n
